Enforcement trends in health, safety and environment offshore
This panel discussion will examine recent enforcement trends in the offshore energy sector, looking both at how the regulators interact with dutyholders, and trends in enforcement notice appeals.
The panel will include:
Steve Love KC, Compass Chambers who is a recognised specialist in regulatory matters and is frequently instructed by the Health and Safety Executive and the Offshore Petroleum Regulator for the Environment and Decommissioning in relation to appeals of improvement notice and prohibition notices. He is ranked Band 1 in Chambers.
Graham Skinner¸Health & Safety Policy Manager at Offshore Energies UK (OEUK), where he leads regulatory engagement, statistical reporting, and policy development. He is responsible for ensuring that good practices are captured and communicated among OEUK’s 430 members, fostering collaboration across the industry. His role also encompasses aviation safety, government resilience programs, and security matters.
A Chartered Engineer and member of the Energy Institute, Graham studied Scots Law, before beginning his career with a drilling contractor, and subsequently working for the HSE as a Specialist Inspector.
