The UK government has now published its consultation in response to Dame Judith Hackitt’s independent review of building regulations and fire safety.  The proposed reforms are far reaching and it will be vital for those that own and manage buildings or construct them to consider the potential implications of the proposed changes. This seminar will consider: The future shape of building safety in England, Wales and Scotland and the relevance to health and safety lawyers and their clients;

  • The inter-relationship with the Construction (Design and Management) Regulations 2015, the Regulatory Reform (Fire Safety) Order 2005, the Fire (Scotland) Act 2005, and the building regulations in both jurisdictions.
  • Consequential legal implications for professional contracts or leases together with asset sales and acquisitions
  • Cross- jurisdiction issues for asset owners and developers
  • Potential practical issues for duty holders


Sean Elson is a founder member and secretary of HSLA and is a Partner in the health and safety team at Pinsent Masons LLP.  He is also a trustee and director of the Construction Health and Safety Group, a charitable training organisation striving to raise standards in the construction sector.  He advises clients on health, safety and fire issues with a particular emphasis within the infrastructure sector and is widely recognised as a leading expert in the practical and legal application of the CDM regime within the UK.

Katherine Metcalfe is a Legal Director and health and safety specialist at Pinsent Masons LLP, who is dual-qualified in Scotland and England.  She is an expert in the field of fire safety having formerly led the in-house legal team at the Scottish Fire & Rescue Service.  In addition to her work at Pinsent Masons on the Hackitt Review, she has a particular interest in reform of the way that fire and structural safety is regulated in Scotland.
