The Panel Discussion will look at the interesting development of the duty of candour following high profile investigations and cases such as Grenfell, Gosport and Hillsborough. The Speakers are Pete Weatherby QC of Garden Court North Chambers is a leading human rights barrister and an expert on the duty of candour, having been one of the main drafters of the Public Authorities (Accountability) Bill 2017. He has acted for the bereaved and survivors at Public Inquiries and inquests into disasters and other controversial deaths, including Hillsborough, Grenfell and the Manchester Arena bombing. Ann Ridley and Ken Sutton worked together to establish and support the Hillsborough Independent Panel where their experience of working personally with the bereaved families highlighted the necessity for candour. With Bishop James Jones they developed the relevant lessons which are reflected in ‘The Patronising Disposition of Unaccountable Power ‘. That Report proposes that public authorities adopt a Charter putting principles of straightforwardness and learning ahead of defending organisational reputation as well as extending the duty of candour to the police service. The relevance of Ann and Ken’s work to the health sector led to their involvement in the Expert Group shaping the Health Safety Investigation Branch. Steffan Groch is the lead lawyer for RBKC post Grenfell with RBKC having signed a Charter of candour. He is head of DWF’s regulatory team and a former Chair of HSLA.
