Booking for the HSLA conference and dinner is now open. We hope you can join us at the beautiful Fishmongers’ Hall for the 2022 conference and dinner and we have a fantastic programme of speakers. After a two-year hiatus, the event is a great opportunity to network and re-connect with colleagues. In previous years the event has been oversubscribed so please book early to avoid disappointment.

Inquests, Inquiries and Public Expectations

Isabelle Mitchell, Eversheds Sutherland

Isabelle Mitchell – Isabelle has extensive experience working on public inquiries and investigations and has acted as Solicitors to the Inquiry. She has acting both for the inquiry and also core participants including in relation to the Inquiry into Telford Child Sexual Exploitation, Grenfell Tower Inquiry, Independent Inquiry into Child Sexual Abuse and Leveson Inquiry (phone hacking).

Sophie Cartwright QC, Deans Court Chambers

Sophie Cartwright QC specialises in inquests, public inquiries, public law, health and safety, regulatory and disciplinary proceedings. Sophie is Counsel to the Manchester Arena Inquiry. She previously served as Counsel to the Anthony Grainger Inquiry. She regularly acts as Counsel for the Coroner at complex Inquests and this has included assisting in the management of the process of conversion of inquests to inquiry.  Sophie sits as a Recorder in the Crown Court and as an Assistant Coroner.

Isabelle Mitchell of Eversheds Sutherland and Sophie Cartwright QC, Assistant Coroner and Recorder, who will discuss the interplay between inquests and inquiries; in particular the questions surrounding when Article 2 inquests may be converted to inquiries, the mechanisms for both statutory and non-statutory inquiries, and the similarities and differences between the two processes.

The session will also cover the forthcoming COVID-19 Public Inquiry; how it has been established, the responsibilities of the Chair, and questions the public may wish to be answered.

HSE’s new strategy and approach to regulation and enforcement in a post COVID world

Philip White, Director of Regulation, Health and Safety Executive

HSE Director (Regulation), Philip White, will speak about the new HSE strategy and one of its key objectives around health including work related mental health and stress. He will also touch upon other HSE priorities including the drive for net zero, HSE’s new responsibilities around building safety and the changes to the way the HSE will deal with prosecutions.

Amy Sadro of Eversheds Sutherland will chair a panel discussion with:

HHJ Mark Lucraft QC, former Chief Coroner and current Recorder of London

Priscilla Addo-Quaye, Addleshaw Goddard

Priscilla Addo-Quaye – Priscilla is experienced representing clients at inquests in the Coroner’s Court following workplace fatalities.  Priscilla has also attained particular expertise working on Public Inquiries established to investigate matters of public concern.  Priscilla is responsible for the co-ordination of the firm’s representation of three bereaved families in the Manchester Arena Public Inquiry (which was initially undertaken by the Firm pro bono)  as well acting in the Grenfell Tower Inquiry.

Gerard Forlin QC, Cornerstone Barristers

Gerard Forlin QC – Gerard has appeared in many Inquests (jury and non-jury) and Inquiries both in the UK and abroad, acting for many individuals and families as well as corporates and central/local government bodies. He is instructed in a number of pending Inquests on behalf of families including the majority of the families in the Shoreham Air Crash Disaster Inquest. He also acted for the families as an Interested Party in the widely reported Divisional Court case of HM Senior Coroner for West Sussex v Chief Constable of Sussex Police and others [2022] EWHC 215 (QB), arising from the Shoreham Inquest, before The President of the Queen’s Bench Division and Mr Justice Saini. The judgment sets out a number of important rulings relevant to Inquests (and Global Aviation).

A panel session exploring the complexities of representing bereaved families at Inquests and Inquiries, managing expectations and competing interests and whether the Inquest and Inquiry processes can provide the answers that families seek.
